The answer is: Neither. Your LOR needs to come from someone who genuinely knows you and has worked closely with you. It could be:
👉 Your immediate manager or boss who sees your daily grind.
👉 A project lead who watched you spearhead a tight deadline.
👉 A college professor or HOD who mentored you on a major research paper.

The AdCom wants specific examples of your leadership, your problem-solving abilities, and your flaws. They want data points, not generic praise. If your recommender can’t talk about a specific time you stepped up, their title means absolutely nothing.
